The City of Cleveland government television’s (CLV TV23) primary goal is to make local government more accessible and understandable to Cleveland residents through the production and distribution of programming that covers a broad range of government information.
TV23 strives to assist local viewers in understanding how local government operates, what city services are available, how to use city services, and how the activities of city government affect the community.

Operating 24 hours a day, TV23 has an audience of more than 85,000 households, and it continues to grow. Programming is developed within the walls of Cleveland City Hall and the TV23 studios in the Cleveland Convention Center. The signal originates from Adelphia Cable and is transmitted throughout the City on an interconnected network of fiber and coaxial cable.
