Civilian Police Review Board

The Office of Professional Standards and Police Review Board investigates complaints of police misconduct for the Civilian Police Review Board. Investigators include both civilian personnel and Cleveland Police supervisors. A civilian administrator reviews the investigation and prepares a completed report for the Board.

Filing a Complaint Against a Member of the Police Force

Any person wishing to file a complaint against a member of the Cleveland Division of Police may complete the complaint form and accompanying documents. Completed forms can be faxed, however, the original forms with the signature of the person making the complaint must be mailed or hand-delivered to the Office of Professional Standards and Police Review Board

Free parking will be provided for visitors to the Office of Professional Standards and Police Review Board at the 55 Public Square parking garage on the corner of West 3rd St and West St. Clair Ave. Visitors must bring their parking receipt to the office to be validated.


Civilian Police Review Board

The Civilian Police Review Board was created in 1984 following a City Charter Amendment approved by the voters of Cleveland and amended in 2008 following a vote by the citizens of Cleveland. The Board consists of seven civilian members appointed by the Mayor and approved by City Council.

The Board accepts complaints, investigates incidents of alleged police misconduct, and recommends any necessary discipline. In addition, the Board may investigate other incidents including those involving deadly force, those resulting in the death or injury of persons in police custody, and matters requested by the Director of Public Safety.

The Police Review Board meets in executive session on the first and third Tuesday of each month at 205 W. St. Clair Avenue, room 301. The decision on all matters heard before the Board are provided to the complainant in writing.
