Stormwater Management

The City of Cleveland and its Office of Sustainability have begun two programs which focus on storm water management.

The Public Involvement and Public Education (PIPE Program)
Cleveland and surrounding communities have established the PIPE program to teach the community and city employees how to reduce common pollution-causing activities and show links between land activities, rainfall-runoff, storm drains, and water resources. Through workshops and activities like the annual Euclid Creek and Big Creek Chevy Branch Clean-ups, PIPE shows the public how to get involved. Storm water quality can be improved by a change in behavior, so community awareness is key.

Parma Heights Conservation Easement
A conservation easement is being created on Division of Water property at the Parma Pumping Station in Parma Heights. A creek runs through part of the property which is a tributary to Big Creek. By creating a conservation easement, the land will never be developed and the property will be maintained in its natural state. Land restoration, which will allow for natural water flow, will be another benefit.

Vision Statement

  • Manage stormwater by Best Management Practices in the development, redevelopment of public and private lands
  • Implement pollution prevention programs through public involvement and public education
  • Develop plans and procedures that deal with construction and post-construction on public land
  • Develop codes and ordinances that provide tools to implement and enforce stormwater management plan
  • Lead the region in complying with NPDES Phase II Stormwater Permitting Program in urban communities
  • Implement Best Management Practices to operate more effectively supplying city services that improve and protect water quality and quality of life for the residents of the City of Cleveland
