Daryl P. Rush began his service with the City of Cleveland as Director of Community Development in April 2004. He is responsible for the department that administers federal funding from the U.S. Department of Housing and Urban Development (HUD), provides financing and assistance for housing development, and offers housing services to residents. Rush works to implement Mayor Frank G. Jackson’s vision to create safe and economically vibrant communities and fashion neighborhoods as “places of choice” for people and businesses.
Prior to joining the City, Rush served as Senior Vice President of Programs for Cleveland-based nonprofit Neighborhood Progress, Inc. (NPI). At NPI, he managed the program that provides operating grants and technical assistance to community development corporations (CDCs). Under his tutelage, NPI and its partners directed the investment of grants of more than $10 million to support Cleveland’s CDCs and help them in their efforts to stabilize and revitalize Cleveland’s neighborhoods.
Rush has also managed the redevelopment and operations of two small business incubators, created the design for the Cleveland Fix-Up Fund (a home repair delivery system), partnered in the design and operation of the Cleveland Neighborhood Main Street Initiative, and assisted with neighborhood planning and real estate development projects.
Rush had a successful legal career and worked for prestigious organizations including the U.S. Department of Justice, the Ohio 8th District Court of Appeals, and the firm of Hahn Loeser + Parks, LLP. In an effort to fulfill his desire to impact community and economic development, he changed his focus from law to neighborhood revitalization.
A double major in management and personnel, Rush received his bachelor’s degree from the University of Cincinnati. He earned his juris doctorate from the Howard University School of Law.
Rush and his wife Miriam reside in a house they restored in Glenville’s East Boulevard Historic District.
