Julius Ciaccia, Jr., Interim Director, Department of Public Utilities, oversees more than 1,800 employees within the Divisions of Water, Cleveland Public Power, Water Pollution Control, and Utilities Fiscal Control, as well as the City-wide Office of Radio Communications and Cleveland’s public access Channel 23.
Before taking the position of Director in 2004, Ciaccia served as the Commissioner of Water for the City of Cleveland. He was responsible for overseeing overall operations and managed an operating budget of more than $220 million.
During that time, Ciaccia secured the Division of Water’s financial position, which allowed the division to contract more than $885 million for capital investments since 1988. A great deal of these investments included new information technologies that have resulted in the modernization of operating facilities. Prior to his service as Commissioner of Water, Ciaccia served as the Executive Assistant to his predecessor; and he was an integral part of the transition to the new computerized billing and collection system.
Ciaccia is currently the Vice Chair of the District One Public Works Integration Committee. He is a board member of the Association of Metropolitan Water Agencies (AMWA) and of the American Water Works Association (AWWA), and he is a past Chair of its Research Foundation (AWWARF).
Ciaccia is a graduate of Cleveland State University with a bachelor’s degree in business administration. His major area of concentration was labor and industrial relations.
