| Maureen R. Harper Chief of Communications
Maureen R. Harper, Chief of Communications, leads the Jackson Administration’s communications efforts through media relations, employee communications, speechwriting and management of communications materials. In addition, Harper oversees special events and public appearances for the Mayor as well as content of the City website and TV23. A native Clevelander with a strong background in public service, Harper worked for the Frank Jackson for Mayor Campaign. She helped her winning candidate prepare for debates, wrote speeches, and handled media relations while on a leave of absence from her job as Public Relations Manager for Cleveland City Council. At City Council, Harper’s primary goal was to assist the President of Council and all members to communicate more effectively with their constituents, city departments, and the media so that their vital work for the citizens of Cleveland could move forward. She assisted them with media relations, ward-wide newsletters, the redesign of the Council Web site, and the revival of Council’s annual report. Prior to joining the staff of Cleveland City Council, Harper worked for the Cuyahoga County Board of Elections as a Publicist. There, she was instrumental in helping the Board improve Election Day media coverage and year-round media access, as well as increasing public awareness of the Board and the election process. Harper’s commitment to public service was solidified by her experience working for the North Texas Job Corps Center in McKinney, Texas. She assisted students with improving communications skills through recreational programs, including public speaking and drama. She further worked to improve the image of the students in the community. Harper earned a master’s degree in interpersonal communication from Bowling Green State University and a bachelor’s degree in communication/theater arts and English from Heidelberg College.
