Director Trudy Hutchinson, Esq.

Director Trudy Hutchinson joined the Jackson Administration in February 2006. She oversees the department charged with establishing and maintaining a high-quality, competent, and loyal workforce for the City of Cleveland. She also ensures that employees have ongoing training and support services to be effective City staff members.

Most recently, Hutchinson served as Human Resources Director at the Lake County Board of Mental Retardation and Developmental Disabilities. She administered all aspects of the human resources department including recruitment and hiring, labor relations, employee benefits, training, employee certification, Workers’ Compensation, and administrative investigations.

Continuing with a focus on labor relations, Hutchinson became a Labor Relations Officer for the City of Cleveland Department of Public Utilities. She was involved in labor negotiations and administered collective bargaining agreements for the department. In 1998, she was promoted to Labor Relations Manager and was responsible for the administration of collective bargaining agreements city wide, including those for safety forces. She also participated in labor negotiations and supervised the area of equal employment opportunity.

Hutchinson began her H.R. career as a Personnel Officer at Cleveland State University in 1985. In 1989 she was promoted to Coordinator of Training and Labor Relations. In that capacity she administered collective bargaining agreements, participated in labor negotiations, served as hearing officer in pre-disciplinary matters, and adjusted grievances. She also trained staff.

A native of E. St. Louis, Ill., Hutchinson attended the University of Missouri, Columbia, and earned a bachelor’s degree in journalism in 1969. She moved to Cleveland and obtained her law degree from Cleveland State University, Cleveland-Marshall College of Law. She graduated in 1983 and was admitted to the Ohio Bar the same year. In the interim, she worked as an editor for the Journal of the American Medical Association in Chicago, and she served as a VISTA volunteer for one year in Chicago.
