Why do I need a HVAC permit?
HVAC permits are required whenever changes are made
to the HVAC systems in a dwelling or commercial building. This
includes the installation, replacement or alteration of furnaces,
heat pumps, space heaters, boilers, air-conditioning equipment,
refrigeration units, kitchen exhaust hood, ductwork and various
other devices or systems that provide heating, ventilation or
air-conditioning. Window air-conditioning units do not require
a HVAC permit, but an electrical permit is required if a new circuit
is required to provide power to the unit.
A HVAC permit gives the property owner and contractor
formal approval to start a HVAC project. It provides for inspection
of work, by certified inspectors, during various stages of completion
e.g. rough in and final. These inspections assure that all work
is completed according to state HVAC codes.
When do I need a HVAC permit?
Permits are required prior to commencing the work.
Who gets the HVAC permit?
Homeowners can apply for HVAC permits by completing
the permit application and along with the Homeowner's Affidavit
stating that the owner or a family member will complete the work
without compensation.
HVAC Contractors, registered with the City and licensed
by the State, must apply for a permit after a contract for work
has been executed.
The State of Ohio Department of Commerce must license
persons other than the owner, while the City of Cleveland registers
these persons to do work in Cleveland. To be registered, the contractors
must also have current copies of their company liability insurance
and contractor's compliance bond on file with Contractor's Registration
Section in Room 505 of City Hall.

Where do I get a HVAC permit?
All HVAC permits for work located in the city of
Cleveland are obtained from the Division of Construction Permitting
located in Room 505 of City Hall at 601 Lakeside Avenue, Cleveland,
Ohio.
