CITY OF CLEVELAND
DIVISION OF BUILDING AND HOUSING
Plumbing Permits
Why do I need a plumbing permit?
Plumbing permits are required whenever changes
are made to the plumbing systems in a dwelling or commercial building.
This includes the installation of plumbing fixtures such as toilets,
kitchen, bath sinks, dishwashers, etc.
A plumbing permit gives the property owner and contractor
formal approval to start a plumbing project. It provides for inspection
of work, by certified inspectors, during various stages of completion
e.g. rough in and final. These inspections assure that all work
is completed according to state plumbing codes.
When do I need a plumbing permit?
Permits are required for work on water supplies,
drainage systems, sewer work on the property and gas piping for
heating and other gas appliances.
Who gets the plumbing permit?
Homeowners can apply for plumbing permits
by completing the permit application and along with the Homeowner's
Affidavit stating that the owner or a family member will complete
the work without compensation.
Plumbing Contractors, registered with the
City and licensed by the State, must apply for a permit after
a contract for work has been executed.
The State of Ohio Department of Commerce must
license persons other than the owner, while the City of Cleveland
registers these persons to do work in Cleveland. To be registered,
the contractors must also have current copies of their company
liability insurance and contractor's compliance bond on file
with Contractor's Registration Section in Room 505 of City Hall.
If you're not sure if a contractor is registered, call 216-664-2910
