Requirements for Submission of Plans for
New Home Construction

General:

The following information is required for plans submitted to the Department of Building and Housing to obtain a building permit for new home construction. The plans must show compliance with the latest version of the Ohio Residential Code, which has been adopted by the City of Cleveland for regulating new home construction. Please note that structures over 3 stories (including basement) will be reviewed under the Ohio Building Code.

Failure to provide the information detailed below will cause unnecessary delays for owners/contractors/architects in obtaining a permit. The following requirements pertain to New Home Construction only.

Special Note: The design of your residence must be approved by the Housing Construction Office in the Department of Community Development, PRIOR to submission to the Department of Building & Housing! Please contact the Neighborhood Planner for your area early in the design process at (216) 664-4036.

Specific Information Needed:

Plans submitted for review shall be in triplicate and shall include:

  1. An Index of Drawings located on the first sheet and a Symbol Legend of all symbols and abbreviations used. Also include the Legal Address of the project and County Auditors permanent parcel number.
  2. A Plot Plan showing street location: Indicate the location of the proposed building and all existing buildings on the site; including setback and side yard dimensions; distances between all buildings, and location and sizes of all utility lines (electric, gas, water and sewer). Indicate all paving and drainage patterns, as well. A Professional Surveyor should prepare this drawing.
  3. Floor plans, including plans of full or partial basements or crawl spaces and full or partial attics or penthouses. Floor plans must show all relevant information such as door swings, stairs and ramps, windows, shafts, etc., and must be sufficiently dimensioned to describe all relevant space sizes. All spaces must be identified as to their use, i.e., Living Room, Kitchen, Bath, etc.
  4. All Elevations necessary to completely describe the exterior of the building including floor to floor dimensions. If not shown on elevations, show Window and Door Schedules separately.
  5. Cross Sections, wall sections and detail sections, to scale, as may be required to describe the general building construction details, typical connections, etc.
  6. Complete Structural Description of the building including size and location of all principal structural elements, a table of live loads used in the design of the building, computations and sufficient data to establish adequacy and safety of new foundations, e.g., soil bearing capacity, soil borings, etc. This requirement is waived if the drawings are prepared and stamped by an Ohio Architect or Engineer. A Special Inspector Form needs to be completed indicating the testing agency responsible for testing soil bearing capacity, concrete strength and structural adequacy of pre-engineered members.
  7. Schematic Description of Mechanical and Electrical Systems of the building, including plumbing, HVAC and electric equipment. Energy Calculations showing conformance with the Model Energy Code within the Ohio Building Code are required when requested by the Building Official.
  8. Additional Information as may be reasonably required by the Building Official to allow review of special or extraordinary construction methods or equipment.
