The City of Cleveland is one of the largest employers
in Cuyahoga County. Its workforce is multi-disciplined and includes
skilled, unskilled, technical clerical, professional employees and
administrators in a wide variety of occupations.
This guide attempts to answer questions that you may
have about Civil Service employment.
What is Civil Service?
Civil Service is the employment system that establishes
entrance, promotions, and other aspects of employment. Civil
Service rules incorporate all laws against employment discrimination.

How do I enter Civil Service?
First you must pass a Civil Service examination.
Examinations are given for jobs where the City anticipates vacancies.
All appointments are made in rank order from Civil Service lists
that are prepared based on final test scores. Persons who pass
are ranked in order of their score and are referred for interview
as vacancies occur. All examinations are administered by the
Civil Service Commission of the City of Cleveland even though
the jobs are located in the different city departments.
Who is eligible to take a test?
Anyone who meets the published qualifications can
take a test. These requirements must be satisfied as stated on
the Civil Service examination announcement that is published for
each job.
What requirements apply after the test?
If you pass a Civil Service examination and rank
high enough for an interview you must:
Be able to prove your identity and your right
to work in the U. S. Foreign nationals must show a valid "green
card."
Meet other requirements such as licenses or certifications,
if required.

How do I know what's available?
Weekly bulletins are distributed to various organizations
and various departments in the City, as well as posted at the
Civil Service Office announcing the examinations open for applications.
Those announcements are also available at local libraries in
Cleveland and at many community centers and organizations.
How do I apply?
Once you have identified a position for which you
want to apply, you can pick up an application at the Civil Service
Commission. Or you can download the application where a posting
is available. Also:
You can only apply for examinations when they
are open, not before and not after.
You must file by the closing date stated on
the announcement. This means by 5 p.m. weekdays.
You must file separate applications for separate
jobs.
You must include your address and social security
number; applications cannot be processed without them.
There is a $10 filing fee for processing
an application.
Applications must be notarized.
You must meet the minimum eligibility requirements
(qualifications) as stated on the examination bulletin. Only
those who do are admitted to the examination.
How do I know if I'm eligible, and when
do I get to take the exam?
After review of the applications, the Commission
will approve eligibility and will inform candidates of the examination
date about two weeks in advance. Also, persons whose eligibility
is disapproved will be informed by mail prior to the examination.
The review period may be lengthy but you will always be formally
notified of the results, usually by mail.
What types of examinations are given?
Each announcement states the type of examination
to be given. All examinations assess knowledge, skills and/or
abilities needed to perform the job. For most entry titles the
examinations are either multiple choice, job simulations, or
orals. Occasionally the examinations are formal reviews of education
and experience. At times they have multiple parts. Read the
announcements carefully to see what type applies to the job you
want.
Once I get on the Civil Service list, how
long am I eligible for a job?
Eligiblility lists last up to two years. You may
remain on the list as a potential job candidate for that long
starting from the date the Commission establishes the list.
Are there special rules for Veterans?
Veterans receive
five additional points added to their examination score.
