The Division of Administrative Services provides general administration financial management, grant compliance, personnel management, labor relations, third-party
agency contracting and monitoring, logistical, and information system support for the operating divisions within
the Department of Community Development.
ACCOUNTING
The Accounting section provides for the proper administration
and internal control of receipts and expenditures as well as
the overall administration of the Department’s accounts
receivable and collection functions. In addition to preparing
management information reports, this section coordinates the
Department’s indirect cost plan and processes related general
fund reimbursements and provides financial administration of
the Department’s Rehabilitation and New Construction programs.
It further administers the Department’s interdepartmental
service charges, cash receipts, and purchasing and the contract
certification process.
BUDGETING
The Budgeting section provides budgetary and financial reporting
functions and coordinates annual audit activities by preparing
annual grant applications and monitoring grant budgets and coordinating
an annual audit visits for HUD review. It also provides external
and internal financial reports.
COMPLIANCE
The Compliance section ensures adherence to all grant compliance
requirements for the CDBG, HOME, HOPWA, and Emergency Shelter
Grant programs. The applicable federal, state, and local requirements
include environmental historic preservation and acquisitions/relocation
activities. Compliance also prepares the Comprehensive
Annual Performance Report for CDBG activities as well as reports
for other grants.
CONTRACT ADMINISTRATION
Contract Administration provides the City of Cleveland
with additional social services through planning and development
programs and ensures that all CDBG programs are continually monitored,
evaluated, and audited within the requirements of federal, state,
and local law. This section reviews and evaluates proposals from
agencies seeking funding and helps them with workshops and hearings
throughout the funding cycle. It reviews monthly performance
reports, processes requests for payments, and makes site visits
to monitor performance. In addition to evaluating the effectiveness
of the contract, this section also provides technical assistance
to agencies where needed.
MANAGEMENT INFORMATION
SERVICES
MIS provides data processing technical assistance
to all of the divisions within the Department. This section designs,
implements, and manages the LAN computer system, trains departmental
staff, and continually maintains and upgrades the system.
GENERAL ADMINISTRATION
General Administration provides administrative management and
support for the rest of the Department, including labor relations
services and adherence to EEO and Affirmative Action goals. This
section also conducts research, develops reports, and facilitates
and expedites the preparation and processing of legislation.
