To promote the revitalization of neighborhoods through planning,
program and project development in conjunction with neighborhood-based
organizations in the areas of housing and local commercial retail
activities, public right-of-way and public facilities improvements,
and other related community development activities.
The Division of Neighborhood Development administers City programs
intended to encourage the development or improvement of residential
an commercial property in Cleveland’s neighborhoods; manages
public acquisition of real estate to be used in furtherance of
the City’s neighborhood development activities; manages and
proposes allocation of the city’s capital resources to provide
incentives for private investment in residential an commercial
development within the city; plans and implements city programs
intended to foster the construction of safe, high-quality and affordable
housing for low-income residents; and shall perform such other
duties as may be required by ordinance or by the Director of Community
Development.
NEIGHBORHOOD
PLANNING
Neighborhood Planning provides assistance in revitalizing/redeveloping
local neighborhoods by planning and implementing CDBG-eligible
activities and other development projects and by assisting and
coordinating the efforts of neighborhood-based agencies. This
section coordinates neighborhood service and resource delivery,
plans and monitors the delivery of CDBG Capital Improvements,
assists in land identification and assembly for later redevelopment,
conducts research, and develops annual budges and serves as a
liaison for CDBG-funded projects and activities.
REAL ESTATE
(Citywide and CDBG-funded Activities)
Real Estate implements CDBG programs that pertain to acquisition
disposition and temporary reuse of property including reuse of
vacant tax-delinquent land through the Land Re-utilization Program
and land acquisition for public purpose, for example. This section
also administers federal, state, and local requirements relating
to acquisition, disposition, and relocation, and conducts Community
Development Plan administrative duties, such as coordinating
Slum and Blight Studies.
Real Estate has many tasks that help it achieve its objectives.
Those include the following:
Acquisition, disposition, and management of the Land Bank
Property Inventory
Administration of a land marketing program promoting the
availability of city-owned land for redevelopment
Providing public information and technical assistance to
developers, neighborhood groups, and individuals
Coordination of a comprehensive inventory system of properties
under the Land Bank’s control
Acquisition and transfer of real property while observing
applicable relocation requirements for any businesses, families,
or persons displaced by CDBG or Urban Renewal activities
Establishment and maintenance of ledgers on properties generating
income to the department, as well as the review and monitoring
of all lease agreements
COMMERCIAL REVITALIZATION
This section coordinates the commercial revitalization-related
activities that CDCs provide in their neighborhood service areas.
Commercial Revitalization rehabilitates the exterior conditions
of neighborhood commercial buildings in targeted retail areas
of the City of Cleveland through the Storefront Renovation Program
and provides technical and design assistance to the CDCs.
CARTOGRAPHY
AND GRAPHICS
Cartography and Graphics provides mapping services and graphics
support for the Department of Community Development, other city
departments, Cleveland City Council, and neighborhood-based development
agencies. It provides the same services to for-profit developers
and agencies for a fee. The services include graphic displays,
charts, poster boards, and other presentation projects, as well
as a database of maps of housing stock, code enforcement activities,
structure conditions surveys, and land/parcel inventories.
HOUSING CONSTRUCTION
Housing Construction promotes and facilitates new housing construction
and substantial rehabilitation activities in the City of Cleveland
by reviewing and evaluating prospective redevelopment plans,
Housing Trust Fund, and NDIF project proposals; by coordinating
the preparation of contracts and monitoring the construction
of new housing and rehabilitation activities; and by administering
the Community Reinvestment Act residential Tax Abatement Program.
