Downtown Small Business Grant

Application Form

Companies are eligible to receive grants of up to $50,000 per year for three years, based on the amount of income taxes generated for the City. This program has several purposes:

  • Attract new businesses to the Central Business District
  • Increase commercial property tax values
  • provide job opportunities for residents
  • Reverse the brain drain of young, talented college graduates

Eligible applicants include businesses moving from outside the City into the Central Business District that create a minimum of 5 jobs that are new to the City of Cleveland.

Employment and Workforce Requirements
Grant applicants must agree to use their best efforts to achieve the following:

  • To employ, to the extent practicable, across all job classifications and/or salary ranges, minority persons for one third of all new permanent job opportunities. Minority shall mean a United States citizen or lawful, permanent resident who is Black, Hispanic, Asian American, Indian or Alaskan Native; and
  • To employ, to the extent practicable, City residents at the time of hire for 50% of all new permanent job opportunities at the project site

Additional Information
Total payroll information is to be submitted by January 31st and grant payments will be made annually by March 31st. Companies receiving these grants are not eligible for other City funding programs during the three year period.
