MISSION

To promote and support the health and safety of the citizens of Cleveland by issuing licenses and serving legal notices.

In performance of this mission, this Division serves all legal notices for apportion of property, assessments, and street vacations, and it issues all City of Cleveland licenses. The Division handles administration of the City, and it grants Admission Tax exemption certificates for charitable, religious, educational, and other tax-exempted activities.

The Division of Assessments and Licenses works with other City divisions and departments to ensure that the City’s Codified Ordinances are met for the issuance of licenses and many permits. The Division follows up on inspections and delinquencies and is closely involved with the regulation of pay telephones citywide.

BILLING

Billing invoices and collects selected payments for the Department of Health, the Department of Building & Housing, EMS, and the divisions of Streets, Waste, Parks Maintenance, Police, and Fire.

BUREAU OF WEIGHTS AND MEASURES

The Bureau of Weights and Measures participates in protecting the City’s consumers through inspecting and ensuring that supermarket scales and other commercial measuring devices are uniformly accurate. The bureau seals the City’s supermarket and retail price scanning devices and performs regular and unscheduled inspections of the City’s taxicabs and taximeters. The Bureau interacts with other similar governmental bureaus, which initiate both laws and investigations to ensure consumer protection within the spirit of the Consumer Protection Code.

SPECIAL ASSESSMENT

Special Assessment invoices and serves all legal notices for the City for paving, sewer, water, sidewalks, appropriation of property, and street vacations. It invoices, reconciles payments for, and certifies special improvement districts and some tax increment financings (TIFs), and it bills and certifies vacant lots and structures.

LICENSES

Licenses issues more than 100 different types of licenses and collects fees on an average of 28,000 licenses per year.

TAX COLLECTION

Tax Collection ensures the accurate collection of the City Admission Tax, Transient Occupancy Tax, Motor Vehicle Lessor Tax, Parking Tax, and Coin Operated Amusement Tax.

CITIZEN AND BUSINESS ASSISTANCE

Citizen and Business Assistance works with businesses, citizens, and internal divisions to efficiently issue licenses and permits and ensures compliance with the Codified Ordinances of the City.

TRANSPORTATION ADMINISTRATION

Transportation Administration licenses and inspects taxicabs and ensures that each driver abides by the Codified Ordinances of the City.
