the City is a victim of property damage.

The Criminal Division, also known as the "City Prosecutors'
Office," prosecutes quality-of-life crimes including domestic
violence, assault, traffic offenses, and theft.
Prosecutors review and file felony charges or recommend review
by a county grand jury. Prosecutors also review police use of deadly
force and internal investigations to determine whether prosecution
is appropriate.
Mediators in the Criminal Division mediate disputes between citizens
to prevent those disputes from ripening into criminal activity.

Most of the claims handled by this section are from traffic accidents,
road repairs and other construction, and the city's utilities operations.
The claims unit investigates and evaluates all claims to determine
the extent of the City's liability, if any, and the injury or damage
incurred by the claimant.
