The Commissioner of Park Maintenance and Properties is responsible for the development and implementation of the Citywide property maintenance management system that is used to schedule daily Parks, Cemeteries, Golf Courses and Greenhouse and Task Force Program assignments.

The primary objectives of the Division of Park Maintenance & Properties are:

  • To design, implement and monitor the maintenance and improvement projects of Cleveland Urban Forestry, Horticulture, Golf Courses, Cemeteries and Parks land areas.
  • To provide for the planting and maintenance of all trees located on tree lawns, park land, golf courses, cemeteries and other public properties.
  • To develop a master plan for tree planting and removal.
  • To provide for the Greenhouse public education programs and displays.
  • To maintain the City's formal gardens, nurseries, malls, street median strips and Cleveland Downtown Public Square quadrants.
  • To provide general maintenance services which ensure hazard free parklands, ball diamonds, playgrounds, gardens, and other recreational areas.
  • To enforce Sections 209.03 and 109.05 of the Codified Ordinances, relative to the maintenance of private vacant property.
  • To provide property maintenance services for City owned buildings and downtown and neighborhood special events.

 

MISSION

To provide the City and its neighborhoods with safe and well maintained parks, trees, gardens, vacant properties and cemeteries.

 

PROGRAM NAME: HORTICULTURE, MALL,
AND CULTURAL GARDENS

OBJECTIVE:

  • To operate the City Greenhouse.

ACTIVITY:

  • Develop and maintain an awareness and appreciation of natural foliage in formal garden and park areas.
  • Propagate plan material for seasonal displays.
  • Plant and maintain formal gardens, plazas, malls, and other formal park areas.
  • Provide educational and recreational program related to horticultural and plant life development.

 

PROGRAM NAME: URBAN FORESTRY

OBJECTIVE:

  • To provide a safe and hazard free urban forest while striving to preserve its natural beauty.

ACTIVITY:

  • Remove dead and hazardous trees.
  • Prevent unsafe conditions relating to tree growth.
  • Trim trees for clearance of street lights, traffic signals and signs, pedestrian and vehicular traffic, as well as building clearance.
  • Remove overgrown tree roots causing raised sidewalks and overgrown tree lawns. Plant new street trees to replace trees which have been removed.
  • Conduct new street tree planting to increase the inventory of trees on public properties.
  • Plant trees on newly developed public properties through replacement and/or new planting program.
  • Provide public information regarding the care of trees to concerned citizens.

 

PROGRAM NAME: WAREHOUSE / OPERATION HEADQUARTERS

OBJECTIVE:

  • To provide and accurately define the duties and assignments of personnel, in order to Provide maximum service levels and to provide adequate storage and maintenance of tools and equipment.

ACTIVITY:

  • Planning, research reports and deliveries.
  • Maintain the warehouse and its grounds.

 

PROGRAM NAME: FENCE MAINTENANCE AND SECURITY GATES

OBJECTIVE:

  • To reduce vandalism and limit access where necessary.

ACTIVITY:

  • Repair fencing and barricades as needed.

 

PROGRAM NAME: FIELD MAINTENANCE

OBJECTIVE:

  • To maintain athletic fields and other grounds.

ACTIVITY:

  • To grade and line ball diamonds and to maintain athletic recreational fields and properties.

 

PROGRAM NAME: SNOW REMOVAL

OBJECTIVE:

  • To provide access around City Hall, Public Square and quadrants, Malls A, B, C, and other City facilities as directed.

ACTIVITY:

  • Remove snow from around recreation centers, sidewalks, parking lots, walkways, bus stops, fire hydrants and street sewers on City property.

 

PROGRAM NAME: SNOW BIRD

OBJECTIVE:

  • To provide assistance to the Division of Streets in removing snow throughout the City of Cleveland.

ACTIVITY:

  • Operating snow plows and salt spreaders.

 

PROGRAM NAME: PARKS MAINTENANCE AND
PROPERTIES FACILITIES UPGRADE

OBJECTIVE:

  • To improve Parks Maintenance and Properties facilities.

ACTIVITY

  • Upgrade and repairs to employee work areas.

PROGRAM NAME: LOT CUTTING AND CLEANING

OBJECTIVE:

  • To keep vacant lots within the City aesthetically pleasing and to eliminate health and safety hazards.

ACTIVITY:

  • Cut weeds and remove debris from vacant lots.
  • File notices of violations with the Division of Environment.

PROGRAM NAME: VEHICLE AND EQUIPMENT REPAIR

OBJECTIVE:

  • To provide mechanical services to off road equipment and vehicles (first echelon maintenance).

ACTIVITY:

  • Repair mowers, tractors, trimmers, turf vacs, trash vacs, leaf blowers, weed eaters, chain saws, mounted equipment, and assorted hand held equipment.

PROGRAM NAME: SPECIAL EVENTS

OBJECTIVE:

  • To provide support to groups sponsoring special events.

ACTIVITY:

  • Construct stages and set up special equipment.
  • Deliver and install seating and toilet facilities.
  • Clean up after events. (As permit designates)

PROGRAM NAME: PARKS GROUND MAINTENANCE

OBJECTIVE:

  • To provide pleasant and attractive public areas.

ACTIVITY:

Cut grass, fertilize, seed, edge, prune trees and under brush, mulch, remove debris, etc.

PROGRAM NAME: CEMETERIES

OBJECTIVE:

  • To provide burial and cemetery maintenance to the Cleveland area.

ACTIVITY:

  • Maintain grounds.
  • Provide burial services.

PROGRAM NAME: HIGHWAY MAINTENANCE

OBJECTIVE:

  • To control vegetative growth along the main corridor of the City.

ACTIVITY:

  • Cut and trim grass.
