The Division of Property Management shall be responsible for the maintenance and utility servicing of all city owned or leased real property and buildings including without limitation:

  • City Hall
  • Energy Conservation & Management
  • Property Management
  • Building Maintenance and Custodial
  • Convention Center
  • West Side Market

Construction Services including general maintenance, warehouse and inventory, contracted services, heating, ventilation, air conditioning and mechanical work. Building Services including custodial, space utilization energy, environmental affairs, security and control, City Hall building and multi-use facilities.

Develop and enhance a positive Real Estate Management/Tenant relationship and atmosphere.

 

PROGRAM NAME: COMMISSIONER'S OFFICE

OBJECTIVE:

  • To provide motivation, leadership and managerial support to the Division of Property management.

ACTIVITY:

  • To facilitate, coordinate and monitor all divisional matters in a manner to achieve our mission and to ensure conformity with the greater foals and missions of the Department of parks, Recreation and Properties and the City of Cleveland.

 

PROGRAM NAME: CITY HALL BUILDING

OBJECTIVE:

  • To provide a clean and safe environment for City government.

ACTIVITY:

  • Maintain and operate City Hall.
  • Provide security for City Hall.

 

PROGRAM NAME: CONTRACTUAL SERVICES
(Maintenance Service Agreements)

OBJECTIVE:

  • To provide construction labor and materials for small to medium scale non-capital improvements (not funded in capital plan) on a cost recovery basis.

ACTIVITY:

  • Develop cost estimates for material and labor for requested construction projects to be performed by "force account" contractual labor.
  • Develop written contractual agreements between the requesting division and the Division of Property Management for contract work to be done.
  • Oversees force account work through to completion final inspection and cost recovery.

 

PROGRAM NAME: ENERGY CONSERVATION & MANAGEMENT

OBJECTIVE:

  • To reduce energy costs.

ACTIVITY:

  • Provide the City of Cleveland with managerial capability in energy planning and development.
  • Research and implement strategies to conserve energy in a cost efficient manner.
  • Develop and implement strategies to conserve energy in a cost efficient manner.
  • Research and review the literature and practices of energy planning and management.

 

PROGRAM NAME: BUILDING MAINTENANCE SERVICES

OBJECTIVE:

  • To provide routine scheduled maintenance of City buildings under this divisions jurisdiction and to increase efficiency and life of mechanical systems, fixtures and related amenities within public buildings and properties.

ACTIVITY:

  • Provide routine preventive maintenance of heating, ventilation and air conditioning systems.
  • Provide for the seasonal preparation startup and shutdown of outdoor swimming pools and their mechanical and electrical systems.
  • Respond to requests for services for building repair including plumbing, electrical, ventilation, carpentry, pipefitting, plastering and painting work.
  • Provide outdoor lighting services for all lighted ballfields, facility security lighting installations and to assist in the installations of decorative holiday lighting activities and to provide skilled labor and related services to support special events as permitted on public properties.

 

PROGRAM NAME: HEATING, VENTILATION AND
AIR CONDITIONING PREVENTIVE MAINTENANCE

OBJECTIVE:

  • To prolong equipment life and maximize efficiency of H.V.A.C. systems.

ACTIVITY:

  • Routinely maintain all H.V.A.C. Systems by performing boiler treatments, filter cleaning, adjustment of fan belts, lubrication of motorized equipment, etc.
  • Conduct periodic scheduled inspections of systems and equipment.

 

PROGRAM NAME: CITYWIDE CUSTODIAL SERVICES

OBJECTIVE:

  • To provide a clean and safe environment to City facilities, i.e. Safety buildings, Recreation buildings, City Hall, Convention Center, etc.

ACTIVITY:

  • Maintain a clean environment for City employees and citizens.

 

PROGRAM NAME: SUMMER FACILITY MAINTENANCE

OBJECTIVE:

  • To provide maintenance services for the opening and closing of summer facilities such as pools and drinking fountains, parks, ballfields arid playgrounds.

ACTIVITY:

  • Prepare outdoor pools for seasonal opening and winterize pools at end of season.
  • Install drinking fountains at parks and playgrounds.
  • Repair park playground and ballfield benches.

 

PROGRAM NAME: WAREHOUSE & INVENTORY

OBJECTIVE:

  • To purchase, inventory, store and issue building materials and supplies.

ACTIVITY:

  • Administer and manage all purchasing functions and procedures for maintenance section.
  • Follow right-to-know procedures and controls over the storage and inventory of materials.
  • Maintain a current inventory system for all materials and supplies used for maintenance activities including cost for force account contractual work.

 

PROGRAM NAME: PROPERTY MAINTENANCE TASK FORCE

OBJECTIVE:

  • To provide full-scale and programmed facility rehab and construction services.

ACTIVITY:

  • Review and priortize projects submitted to Property Management with requestion Divisions, Property Managemand and Finance.
  • Prepare schedule of approved projects and associated starting and completion dates.
  • Work with assigned project coordinators from requesting division to assist work crews.
