The Division of Human Resources is responsible for operations under the Workforce Investment Act of 1998 (WIA) Law 105-220, a comprehensive reform legislation that supersedes the Job Training Partnership Act (JTPA). It is the purpose of this Act to establish programs, to create a new comprehensive, workforce investment system. The reform system is to be customer-focused, to help individuals access the tools they need to manage their careers through information and high quality services, and to help companies find skilled workers. The goals of the act are to increase employment retention and earnings of participants, to improve the quality of the workforce to sustain economic growth, to enhance productivity and competitiveness, and to reduce welfare dependency. Satisfaction of these goals will aid in improving the quality of the workforce and enhancing the productivity and competitiveness of the Nation.

As a New Federalism program, the U.S. Department of Labor transmits funds to the Governors. In Ohio, the Governor has designated Ohio Workforce Areas (OWA's) throughout the State. The geographic boundaries of the City of Cleveland have been designated OWA #3. In accordance with an agreement between the Mayor, the Chief (and local) Elected Official in OWA #3, the Ohio Department of Jobs and Family Services, The Division of Human Resources serves as the OWA #3 One Stop, WIA Grant Recipient and Administrative Entity.


MISSION

To provide and coordinate access to a variety of workforce development services and programs for the workforce area customers seeking education, job training support services, job placement, and retention.

 

PROGRAM NAME: ADMINISTRATION

OBJECTIVE:

  • To Comply with the responsibilities of Grant Recipient and Administrative Entity as required under the statues of the Workforce Investment Act, the attendant federal regulations and administrative policies of the Ohio Department of Job and Family Services (ODJFS).

ACTIVITY:

  • Conduct Planning, Contract Administration Client Tracking and Reporting, Financial Management and Reporting, Monitoring, Program Evaluation, and Audit Resolution in an efficient and effective manner.

 

PROGRAM NAME: INDIVIDUAL TRAINING ACCOUNTS /
TRAINING SERVICES

OBJECTIVE:

  • To design a comprehensive and strong network of training and educational resources to ensure job seekers maximum access to information and services for basic skill remediation, skill upgrade, and skill set enhancement.

ACTIVITY:

  • Utilization of an Individual Training Account (ITA) system to ensure customer choice. System customers will select a training provider based on information available on all approved vendor programs. In addition, employers and participant needs will be identified through surveys and focus groups. Provide Central Intake, Objective Assessment, Referral of Participants to appropriate training, Supportive Services, Case Management, Basic Education Skills Training, Occupational Skills Training, On-the-Job Training, Pre-Employment and Work Maturity Skills Training, Work Experience and Job Search Assistance.
