To establish and maintain a high-quality, competent, and loyal
workforce for the City of Cleveland and to provide ongoing training
and support services to the staff, as well as to train, place,
and assist low-income Cleveland residents in finding employment
with local businesses.
The Department of Personnel and Human Resources is designed to
meet the employment and training needs of City of Cleveland residents
and local businesses. The Department helps to empower people to
become self-sufficient so they contribute to an improved local
economy and to be a reliable and effective resource for those seeking
employment. In addition, the Department provides current City employees
with a wide range of personnel services in the areas of recruitment,
wage and salary administration, employee benefits, employee safety
and rehabilitation, labor relations, education and research, affirmative
action, and employee health.
GENERAL ADMINISTRATION
This section provides support and assistance in coordinating
Personnel programs and acts as a liaison with staff, other City
departments, and the general public with regard to City personnel
and human resources services. It helps to fill employment vacancies
by advertising open positions and conducting searches as well
as preliminary interviews and necessary background checks. General
Administration also develops and implements work policies and
procedures and provides leadership to collective bargaining negotiations
and contract management. It further is the point of contact for
employment and statistical data related to the City’s workforce,
processing questionnaires, surveys, requests for information,
etc. And, in conjunction with the Division of Human Resources,
General Administration manages the Full-Service Employment Network.
EMPLOYEE HEALTH
& BENEFITS
Employee Health and Benefits conducts departmental benefit reviews,
counsels employees on benefits-related issues, monitors and appeals
disputed unemployment compensation claims, and arranges for pre-employment
and return-to-work physicals.
EMPLOYEE SAFE AND REHABILITATION
This section provides an effective program for promoting worker
safety, reducing injuries and accidents, and provides a mechanism
whereby injured employees may voluntarily participate in rehabilitation
programs for a timely return to work. It conducts on-the-job
seminars on safety awareness and worksite inspections, reviews
and processes Worker’s Compensation claims, and maintains
citywide compliance with OSHA standards, among other activities.
EDUCATION &
RESEARCH
Education and Research increases the knowledge and skills of
City workers through training programs, student internships,
and the interconnection of City government with the resources
of the academic community.
This section negotiates and administers City labor agreements
and enforces affirmative action and equal opportunity requirements
of the law. It accomplishes this by addressing union grievances,
comparing and monitoring data within City departments, investigating
complaints of discrimination and harassment, and conducting wage
and salary audits of departments to ensure that employees are
properly classified by job function and are paid accordingly.
