MISSION

To maintain airfields, terminals, and other structures for the safety and comfort of the traveling public and to provide safe, efficient, friendly, and professional service to all airport users.

The Department of Port Control is responsible for the administration and control of all activities at Cleveland Hopkins International and Burke Lakefront airports as well as the use of City-owned land along Lake Erie and the Cuyahoga River.

Included in this responsibility is the planning, development, and maintenance of both airfields, terminal complexes, and all related facilities. The Department manages the day-to-day operations at both airports and accepts and supervises the expenditure of grants from state and federal agencies. It sets and collects landing fees, rentals, concession fees, and other airport-related charges. The Department represents the City in negotiations for airport-related contracts. Additionally, the Department is responsible for providing safe, efficient, friendly, and professional service to the traveling public and other airport users.

The primary objective of the divisions of Cleveland Hopkins International and Burke Lakefront airports is to maintain the airfields, terminals, and other structures for the safety and comfort of the traveling public and other airport users while keeping the cost increase at or below the rate of inflation. Planned capital improvements allow for improved safety and increased capacity of the airfields. Promotional and air service programs serve to improve public awareness of airports’ functions, and environmental programs permit the greatest use of the airfields at the least discomfort to the surrounding residents.

ADMINISTRATION

Administration develops policy, directs plans, and organizes and controls activities at both airports.

TERMINAL, PARKING AND ROADWAY

This section protects, maintains, and enhances terminal buildings, parking, and roadways for the safety and convenience of the traveling public. It repairs, replaces, updates, and expands building, parking areas, and roadways as needed, maintains utilities throughout airport structures, and provides for the enforcement of city and federally prescribed laws with regard to security, traffic control, and parking.

AIRFIELD OPERATIONS

Airfield Operations provides safe and hazard-free runways, taxiways, and ramp areas by testing and recording landing conditions, removing snow and ice from landing surfaces as needed, maintaining all airfield signage and lighting, and inspecting and patrolling airside facilities, among other activities.

BURKE LAKEFRONT OPERATIONS

Burke Lakefront serves as a reliever airport to Cleveland Hopkins International Airport. Its operations section maintains the facility and oversees FAA-approved special events conducted airside.

CRASH, FIRE, RESCUE

This section prevents or suppresses fire or hazardous conditions that threaten lives and property on airport properties by responding to alarms, treating and transporting injured individuals, conducting inspections, and preparing emergency response plans and drills.

MOTOR VEHICLE MAINTENANCE

This section provides on-airport vehicle repair, fueling, and maintenance, including the inspection and inventory of vehicles and maintaining records for them.

AIR TRADE DEVELOPMENT, PUBLIC RELATIONS AND PROMOTIONS (ADMINISTRATION)

This section promotes the use of and public awareness of airport services and value. It responds to citizen inquiries and complaints, holds public meetings, negotiates with major air carriers to increase service to Cleveland Hopkins International Airport, and advertises Hopkins and Burke facilities.

ENVIRONMENTAL COMPATIBILITY PROGRAM - (ADMINISTRATION)

The Environmental Compatibility Program implements the Noise Abatement Program and monitors and implements other federal, state, and local environmental programs and laws. It installs and operates noise-monitoring computer systems, soundproofs homes and schools, as well as acquiring homes in noise-impacted areas, and monitors and enforces laws related to asbestos, air quality, water pollution, and underground storage tanks.
