It takes a special type of individual to accept the demands and challenges of a career as a Cleveland Police Officer. Officers must possess strong character and be able to cope with changing and sometimes dangerous situations. They must have the highest respect for the rights of individuals and be prepared to protect those rights in any and all situations.

Requirements
Applicant must be at least 21 years old on the test date, be a US citizen and possess a High School Diploma or GED certificate.

Civil Service Exam Process
After filing an application, each applicant will be given the time and place for the written examination and a study guide. A score of 70% or higher is required to pass the exam. Additional points may be earned for Cleveland residency and military service with an honorable discharge.

Selection Process
Upon passing the City of Cleveland Civil Service written examination, the top scorers will be contacted to take a physical agility test. Upon passing, they may move on to the selection process. Selected applicants will be required to:

  • Complete a personal history questionnaire
  • Be interviewed, photographed and fingerprinted
  • Authorize an extensive background investigation
  • Pass a medical examination including a psychological/psychiatric evaluation

Appointment to the Academy
Upon successful completion of the selection process, applicants may be appointed to a Cleveland Police Academy Class. A class constitutes an intensive course of classroom and field study for approximately six months. A grade of 70% or higher must be maintained to stay in the academy, and attendees must pass State of Ohio written, firearms and physical examinations.

Police Employee Benefits

Insurance: Health, Prescription, Eye, Dental, Life

Vacation: Two weeks after one year, three weeks after eight years, four weeks after twelve years and five weeks after 22 years.

Uniforms and equipment: Uniform allowance and maintenance allowance

Holidays: Eleven paid holidays per year, including two personal holidays

Sick days: Accumulate at the rate of fifteen per year

Tuition Reimbursement: For Law Enforcement related courses at an accredited college or university. Amount of reimbursement is based on course grade and availability of reimbursement funds.

Retirement: Sixty percent pension with 25 years of service (minimum age 48), and employee contribution saving plan under IRS 457(b)

Promotions

Tests are given periodically for the superior officer ranks of sergeant, lieutenant and captain. Each test candidate must be a patrol officer for a minimum of three years to take the sergeant's exam, one year as a sergeant to take the lieutenant's exam, and one year as a lieutenant to take the captain's exam.

The Chief of Police is the commanding officer of the Division of Police. The Chief exercises the authority granted by the Charter of the City of Cleveland and is responsible to the Mayor through the Director of Public Safety. The Chief has the exclusive right to station, transfer and assign officers and employees of the Division of Police.

The Chief disseminates orders to maintain discipline, decorum and dignity, and may suspend from duty an officer or employee for violation of rules of the Division of Police, pending a hearing before the Director of Public Safety.

The Mayor designates ranking officers to serve in the capacity of Deputy Chief of Police, Commander of Police, and Traffic Commissioner who perform duties assigned by the Chief.

Police Captains may be assigned any administrative and management duties and responsibilities that the Chief of Police designates.

They thoroughly familiarize themselves with all federal statutes, state laws, municipal ordinances, rules, regulations, general police orders, departmental notices and memorandums of the Division, and are responsible for their strict observance and enforcement, and full compliance by subordinates.

They require that the work assigned to their subordinates is fully completed in accordance with the responsibilities of their respective ranks and duties.

Police Lieutenants are assigned as officers in charge of sectors, sections, or units or perform other supervisory duties that the Chief designates. They are responsible for the discipline of subordinates under their command and inspect subordinates in regards to their appearance, conduct and performance in handling complaints and police duties, as well as inspecting equipment and vehicles assigned to their use. They thoroughly familiarize themselves with federal statutes, state laws, municipal ordinances, rules, regulations, general police orders, departmental notices and memorandums of the Division, and are responsible for their strict observance and enforcement, and full compliance by subordinates.

Police Sergeants are assigned as officers in charge of stations or units within the assigned to other supervisory duties the Chief or their commanding officer designates. They have immediate control of the personnel under their supervision and are responsible for their discipline, appearance and general good conduct. They assist and instruct subordinates in the performance of their duties and continually improve the efficiency of their performance. They thoroughly familiarize themselves with all federal statutes, state laws, municipal ordinances, rules, regulations, general police orders, departmental notices and memorandums of the Division, and are responsible for their strict observance and enforcement, and full compliance by subordinates .
