Civilian Police Review Board

The Civilian Police Review Board was created in 1984 following a City Charter Amendment voted on by Cleveland citizens. The Board consists of five civilian members appointed by the Mayor and approved by City Council.

The Board accepts complaints, investigates incidents of alleged police misconduct, and recommends any necessary discipline. In addition, the Board may investigate other incidents including those involving deadly force, those resulting in the death or injury of persons in police custody, and matters requested by the Director of Public Safety.

Office of Professional Standards

The Office of Professional Standards investigates complaints of police misconduct for the Board. These investigators include both civilian personnel and Cleveland Police Supervisors. A civilian administrator reviews the investigation and prepares a completed report for the Civilian Police Review Board.

Filing a Complaint

Any person wishing to file a complaint against a member of the Cleveland Division of Police may complete the Citizen Complaint Form and accompanying documents. Completed forms can be faxed to 216-420-8764, however, the original forms with the signature of the person making the complaint must be mailed or hand-delivered to the Office of Professional Standards.

Parking is provided for visitors to the Office of Professional Standards at the Justice Center Garage, 113 St. Clair.  Visitors must bring their parking receipt to the office to be validated.

Citizens who have filed a complaint in the Office of Professional Standards can view the status of their complaint online by checking the Office of Professional Standards Complaint Status Report. The OPS Case Number received when the complaint was filed is necessary to locate the correct OPS case in the report. To view cases that were filed in 2007, click here.
