Administration, Division of Fire
This section includes Headquarters, Statistics/Research, the Medical Office, the Employee Assistance Program, Internal Affairs and Public Education/Photo/Public Relations. HQ carries out all the tasks necessary to operate the Division in the most efficient and cost-effective manner.

Administrative Operations, Division of Police
Administrative Operations provides support services for Field Operations and Special Operations including security services, warrant, subpoena and property processing, radio and telephone communications, evaluation of community services, and management of information and human resources. Additional functions include the reporting and recording of crimes and incidents and the continued development of the division through planning and training of personnel.

Advanced Life Support, Division of Emergency Medical Service
The purpose of this program is to respond to emergency scenes quickly and safely, provide advanced medical care and stabilization and transport patients to appropriate facilities. EMT’s provide advanced medical intervention including intubation, EKG monitoring, administering IV’s and medication, and cardiac defibrillation. |

The objective of this program is to respond to complaints and calls concerning animals. It provides stray animal pickup throughout the city, reduces the City’s stray animal population, and provides pet owners with spaying and neutering services. |

Bureau of Traffic, Division of Police
This bureau provides crowd control and traffic flow at major events, investigates serious traffic accidents and ensures the safety of school children walking to and from school.

Bureau of Communications, Division of Fire
BOC receives alarms and dispatches units, handles emergency communications for Fire companies and responds to major incidents to control and coordinate emergency communications. In addition, the BOC handles normal day to day phone communications, and tests fire communication equipment. |

Communications
The purpose of this program is to control and direct emergency communications; evaluate and prioritize calls; provide emergency instructions to callers; maintain logs and tapes of communication center activity; provide training and continuing education for Emergency Medical Dispatch re-certification; and perform activities to ensure continued quality service to the public.

Custodial Care, Division of Corrections
The purpose of this program is to ensure security and control over inmates while providing adequate, humane housing and board; provide surveillance of inmates for control and order; maintain facilities according to state codes; and provide adequate medical care for committed persons.

EMS Administration, Division of EMS
EMS Administration plans, directs, coordinates, controls and evaluates all aspects of divisional operations. In addition to handling capital and operating budgets, this section recruits and hire employees; maintain disciplinary, payroll and personnel records; compiles and analyzes response time data; maintains and provides (for legal, medical or billing purposes) official copies of patient records; and performs improvement activities to ensure the continuation of quality public services.

Employee Development, Division of EMS
This program provides for the planning, directing, and coordination of EMS education activities including state certification, re-certification, orientation, and continuing education. Training programs include Basic and Advanced Cardiac Life Support, Pediatric Advanced Life support, and Pre-Hospital Trauma Life Support. The program provides clinical experience for Division of EMS paramedic students as well as students from other State of Ohio accredited paramedic training programs.

This program provides maintenance and housekeeping services for all Public Safety facilities and administers the Public Safety Facilities Rehabilitation Program.

Provides improvements to police facilities and upgrades and repairs to employee work areas. |

Field Operations, Division of Police
This section responds to citizen calls for assistance and interacts with the community via the DARE program, Community Relations, the Auxiliary Police, and patrols. The District support sections assist uniformed patrol efforts through the investigation of major offenses, concentrated enforcement action on specific complaints and crime pattern analysis. |

Fire Training Academy (FTA) 216.664.6880
Fire training education includes: training all new firefighters in basic firefighting and emergency medical treatment in compliance with state law; developing and maintaining in-service training materials; offering courses in hazardous material response, driver training, pump and aerial ladder operations; orientation for new officers; incident command; etc. The FFA also maintains training records, tests and evaluates new equipment, and explores new methods of firefighting and the handling of hazardous material incidents.

General Administration, Department of Public Safety
Administration is responsible for the management of Public Safety divisions and sections. Among its responsibilities are policy and system development, forward planning, personnel administration, the collection and analysis of data for safety divisions and maintaining fiscal control. This office also acts as a liaison between Public Safety divisions and City Council.

This program provides information and data processing services to all Public Safety divisions and manages the department's computer operations, data network and telecommunications projects.

The Internal Affairs unit assists the Division of Fire headquarters in all internal investigations, including disciplinary cases.

The neighborhood police districts ensure the safety of school children walking to and from school. Quality of life issues are addressed with the Community Empowered Policing program and Operation Fresh Start. |

Operations, Division of Fire
The purpose of this program is to save lives and protect property by: extinguishing and preventing the spread of fire; providing immediate medical care; providing rescue and extrication services; abating hazardous materials releases; and by investigating the causes of fires and other emergencies. This program responds to alarms with necessary personnel, apparatus and equipment; conducts daily training; maintains apparatus, equipment and stations; inspects/investigates buildings, fire hydrants, fires and division accidents.

Prevention and Education, Division of Fire
This program is carried out by the Fire Prevention Bureau (FPB). The FPB is responsible for building inspections (not including one and two-family dwellings); reviewing permit applications for hazardous substances and fire protection systems; reviewing plans for new construction and building renovation; ensuring safety at public assemblies and enforcing local, state and federal laws pertaining to fire and life safety. In addition, the FPB is responsible for ensuring that hazardous material spills are cleaned up in accordance with environmental laws.

In order to improve survival rates from severe medical emergencies, this program provides CPR training to the public and to city employees. It coordinates and participates in mass CPR training events. In addition, it educates the public in the appropriate use of the 911 system; offers stroke awareness activities and public blood pressure checks; provides pediatric injury-prevention activities including car seat safety checks (in association with Safekids); and provides defibrillator training to city employees. |

Radio Repair
This section is responsible for the operation, maintenance and repair of communication equipment for the Department of Public Safety and the Auxiliary Police Units.

Safety Signal
This section maintains, repairs and installs all cables, call boxes and emergency phone boxes for the Department of Public Safety.

Rehabilitation, Division of Corrections The purpose of this program is to influence a change in inmates' behavior so that, upon release, individuals can become productive members of the community. Treatment plans are developed based upon individual assessment. This program provides vocational education in building maintenance and auto repair, and exposure to educational institutions. |

This program, which is sponsored by the American Red Cross in conjunction with the Cleveland Fire Department, provides smoke detectors for all elderly and low income citizens of Cleveland. |

Speakers are available on the subject of fire education for schools, day care centers, senior centers, and employers. Speakers also appear at career days.

Special Operations, Division of Police
This program is composed of two main sections which provide a variety of investigative and technical services to the division and the community. Investigations, which consists of the Detective Bureaus, specializes in specific crimes such as auto theft, fraud, arson, homicide, sex crimes and youth gangs. Technical Support provides both photo lab services as well as forensic and crime scene analysis. |

Statistics/Research, Division of Fire
STATS collects and compiles all data related to alarm responses, employee payroll and hours, and compiles and takes the necessary action to insure the City collects monies due for medical transports and unnecessary alarms.

Water Supply Office, Division of Fire
This office is the link between the Division of Fire and the Department of Water. It aids Cleveland residents and contractors with equipment needed for special requests such as filling swimming pools. Since this office maintains the City’s 17,000 fire hydrants, it responds to complaints about rusty water and other hydrant problems. The office can be reached at 216.664.6377. |
