Curb, Sidewalk and Pavement Repairs
Property owners, their agents or bonded sidewalk contractors may perform repairs to existing sidewalks, aprons, and curbs in right-of-way areas. Repairs must be performed per City of Cleveland standards which are provided with sidewalk permits or upon request.
Prior to sidewalk repair, tree lawn roots beneath the walk must be exposed so the Division of Urban Forestry can grind them. Appointments can be made at 216.664.3104. The owner is responsible for the removal of roots from trees located on private property.
The City Planning Commission (216.664.2210), in City Hall’s room 501 must be notified of proposed changes of existing curbing material. Curb materials vary, depending on the district in which the repairs are to be made.
If required, a pre-pour inspection will be indicated on the permit. The Bureau may be contacted on weekday mornings between 7:30 and 8:30 to schedule the inspection. All form work should be in place and sub base compacted prior to inspection.
An obstruction permit is required for repairs in the Central Business District or any other City location which will obstruct a main street. Interested parties may call 216.664.2174 or visit City Hall’s Street Permits Office in room 122, for information.
New Curbs, Pavement, or Curb Line Changes
All new sidewalk intersections are to be constructed to meet Federal Americans with Disabilities Act requirements. The Bureau of Sidewalks has detailed ramp standards to assist in construction.
A curb cut permit must be applied for and approved prior to establishing a new apron and drive sidewalk section. Applications may be obtained in City Hall’s room 122 from the Streets Permits section (216-664-2174).
Changing a sidewalk’s width, grade, or curb line; or changing an existing tree lawn to landscaping must be approved by the Director of Public Service prior to a permit being issued.
Paving a tree lawn for parking must be approved by the Public Service Director, and requires a sidewalk permit and a tree lawn parking permit. A drawing must be submitted showing the location and size of the proposed parking area; measurements of the existing sidewalk, tree lawn, underground utilities; obstructions on that side of the property; and details of the new pavement type and stripping.
