Mayor Frank G. Jackson Holds Swearing In Ceremony Brian Reilly starts tenure as Economic Development Director

CLEVELAND, May 30, 2006 - Mayor Frank G. Jackson held a ceremony this morning at 10:30 AM in the Red Room of Cleveland City Hall to swear in Brian Reilly as Director of Economic Development. Mayor Jackson announced in March that Reilly would be joining his team. Reilly will officially start his tenure with the Jackson Administration today. Additionally, Mayor Jackson announced Mary Bounds and Norberto Colón as Assistant Directors of Public Safety.

Brian A. Reilly, sworn in as Director of Economic Development Reilly joins the City of Cleveland with fifteen years of experience in designing and launching record-setting public and non-profit sector programs and policy. He brings expertise in land use and economic planning, construction and real estate, public process design, community communication, and sustainable development. Reilly previously served as Manager in the Milwaukee Department of City Development and as a Program Officer for The Johnson Foundation at Wingspread in Wisconsin. In Chicago, he worked as a Partner in The Laurasian Institution and a Principal for Doing Good. Reilly served in the U.S. Navy and attended the Surface Warfare Officers School in Rhode Island. He holds a Masters degree in International Peace Studies and a Bachelors degree in American Studies from the University of Notre Dame. Reilly was also a chairperson for WasteCap Wisconsin, an adjunct professor at the University of Wisconsin in Milwaukee and is a member of several non-profit boards.

Mary Bounds, announced as Assistant Director of Public Safety Bounds’ duties as Assistant Director of Public Safety will focus on the management of Public Safety administration; working to enhance recruitment of minorities for each Division; and, managing a process to minimize or reduce quality of life concerns in the City of Cleveland. Born and raised in the City of Cleveland, Bounds was appointed to the Division of Police in 1980 and retired in 2005. Throughout her tenure, Bounds held a wide variety of duties and responsibilities. She served as a Sergeant, Lieutenant, a neighborhood Police District Commander, Deputy Chief of Police, and Chief of Police from 2001 to 2002. Bounds has an associate’s degree from Cuyahoga Community College, a bachelor’s degree from Notre Dame College and an MBA from Baldwin Wallace College.

Norberto Colón, announced as Assistant Director of Public SafetyColón will serve as Executive Commissioner: Public Safety Projects, Grants and Technology. His major responsibility will be planning and preparation for homeland security in the City of Cleveland. Colón began his service with the City of Cleveland in 2002 in the Department of Workforce Development. He also worked for two years in the City’s Empowerment Zone where he quickly became Senior Labor Force Manager. In 2004, Colón became the Grants Administrator in the Department of Public Safety where he oversaw over $17 million in homeland security related grants. He is a certified HazMat Technician, First Responder HazMat/WMD/PPE Awareness Trainer and WMD Radiological/Nuclear Awareness Trainer. Colón has a master’s degree in Public Administration from Cleveland State University, a bachelor’s degree in Psychology from John Carroll University, and an associate’s in Private Investigation.
